Job Description

Manage and strategies audit activities by providing advice and direction to ensure that the results of the audit conducted could mitigate risks and improve operational efficiency and effectiveness, and to ensure the annual audit plan are achieved and in accordance to established Audit Procedures and Guidelines and Standards of Internal Audit Professional Practices. Lead and supervise audit activities to ensure that the audit objectives assigned are achieved and meeting the quality standard.

Job responsibilities:

Planning

  • Develop and monitor audit plans through the review of auditable entities, management concerns and past audit issues so that the input can be used to priorities high risk audit areas in current and future audits.
  • Plan and harmonize departmental annual and long-term audit plan within its portfolio, based on business and operational risk profiles, timing, audit framework and priority assessment for the overall strategic plan. Those plans will be consolidated into IAD’s overall strategic plan before tabling to MAC/ BAC for approval.
  • Develop Audit Planning Memorandum (APM) of each identified audit assignment, detailing the audit objectives, audit scope, audit approach, audit schedule, auditee contacts and the job allocation among the team members. The APM subsequently acts as Terms of Reference agreed by auditee management and final approval by the Head of Department.

Fieldwork

  • Execute the approved Audit Plan by detailed planning, organizing, and supervising the team members with the actual audit fieldwork and reporting, following Internal Audit guidelines, procedures, and Standards of Professional Practice.
  • Organize exit meetings and prepare a presentation of the audit findings to the auditee’s Management during exit meetings.
  • Control and direct the enforcement of audit assignments as per plan. This is to ensure that the audit objectives are met, sufficient scopes are covered, that they are timely and cost-effective, and that resource persons from within the group are utilized where there are knowledge and experience gaps in the specific team.
  • Review integral working papers to ensure quality and consistency with audit objectives; and the sufficiency and appropriateness of audit evidence.
  • Brief the Head Internal Audit on the progress of the assignment, significant findings and issues encountered, deviations from the fieldwork plan, and tracking the progress of the assignment.
  • Provides instruction on audit techniques such as system/procedure review, sampling methods, reconciliation, and verification to the Audit Executives/Temporary staff assisting in the assigned segment of the audit areas. Reviews and advises HOD on the performance of work by assigned team members.

Audit report

  • Develop individual audit findings and draft audit reports per requirements/guidelines supported by evidence and propose audit recommendations for submission to the HOD.
  • Compiles write-ups from team members to form the draft audit report, to review the audit report to ensure the content is supported by properly documented work papers, and to hold discussions with team members on their report for materiality and content.
  • Prepare formal reports, provide practical and value-added recommendations, evaluate the adequacy of management response, express opinions on the adequacy and effectiveness of the systems of internal controls and risk management, and the efficiency with which activities are carried out.
  • Responsible for the accurate and timely reporting of audit findings and supporting documents which had been repackaged for Audit Management’s review. The audit report must include reasonable and practical recommendations to enable the operating management to take corrective actions or carry out rectification to improve the internal controls or identify weaknesses in the operations.
  • Review, discuss, and coordinate the final Audit Reports, incorporating comments made by auditee management before submission to the Head of auditee management and the BAC.
  • Informs the HOD immediately on the discovery of any serious discrepancies, suspicion of malpractice, or irregularities.

Audit administrative

  • Prepare draft BAC Papers for review by HOD.
  • Updates and maintains audit records and information in the Audit Working Paper (audit SharePoint).

Follow up

  • Conducts audit follow-up to ensure that audit recommendations and corrective actions are implemented accordingly and on a timely basis.
  • Assists in appraising the adequacy of the corrective action taken to improve deficient conditions via the performance of a follow-up audit to highlight any recurring weaknesses for immediate attention by the HOD.

Ad-hoc

  • Conduct a special review or ad-hoc investigation as and when advised by HOD.

Job qualification:

  • Bachelor’s degree in Accounting, Finance, or a related field. (for Operation/Project Unit: degree in engineering in hydropower is required)
  • 3-6 years experience in financial accounting, auditing, or a combination.
  • Strong understanding of accounting and internal controls.
  • Sound understanding of audit theories, principles, and practices.
  • Familiarity with IIA standards, general accounting practices, and techniques.
  • Strong interpersonal skills, critical thinking skills, and time management skills
  • Proficient verbal and written communication skills.
  • Comfortability working in a collaborative environment.
  • Proficient in Microsoft Office & SAP system applications.

Execute audit activities with independent and objective assurance to ensure that the audit objectives assigned are achieved and meeting the quality standard.

Job responsibilities:

Planning

  • Assists in determining data requirements, accumulates, verifies, and analyzes available data, observes actual practices and evaluates functional operating techniques, and identifies and appraises overall adequacy of system controls by conducting preliminary surveys and activities which include performing background investigations, and interviews appropriate key personnel, if necessary.
  • Prepare the administrative documents such as the Audit Engagement Start Letters(Memo to start audit).
  • Prepare the groundwork for the audit by reviewing previous audit reports, follow-up reports, and relevant work papers.

Fieldwork

  • Assist the Team Leader in developing the Audit Planning Memorandum (APM) of an audit project/assignment and prepare the required Planning Documents per the Audit Procedure. Prepare the Audit Programs for the respective assigned areas in an audit project or special review.
  • Assists in planning the audit scope on assigned segments of the audit including determining audit objectives, budget, and resource requirements, and prepares audit programs on the key areas of the audited system to ensure completeness, materiality, audit risk, and evidence. Where necessary, recommend revising or expanding the audit programs to ensure a complete analysis of the assigned areas to achieve audit objectives.
  • Determines the suitable auditing procedures to be used, including statistical sampling and the use of information technology to extract representative sampling for the audit.
  • Prepares the groundwork for the audit by reviewing previous audit reports, follow-up reports, and relevant working papers.
  • Assists in identifying, analyzing, evaluating, and assessing the adequacy and effectiveness of the management-embedded controls and existing risk exposure over the business operating units/ functions/ activities, level of compliance to the regulatory requirements, and perform designed audit programs to identify weaknesses and suggest value-added recommendations for management considerations.
  • Prepares acceptable working papers showing the result of the audit examination which record and summarize the audit findings or assigned audit segment.
  • Participates in the Entry and Exit Meetings with the Team Leader, and also summary discussions to highlight audit issues and make recommendations to improve the weaknesses and state of internal controls of the operations and financial systems.

Audit Report

  • Develop individual audit findings and draft audit report per requirements / guidelines supported by evidence and propose audit recommendation for submission to the Team Leader.

Audit administrative

  • Updates and maintains audit records and information in the Audit Working Paper (audit SharePoint).

Follow up

  • Assist Team Leader in follow up review and record/monitor agreed management action plan been executed within the timeframe and updates promptly if there is any changes in action plan.

Ad-hoc

Job qualification:

  • Diploma/ Bachelor’s degree in Accounting, Finance, or a related field.
